Executive Briefing: Building a Vision for Moving from Payer to Partner

This Executive Briefing explored how health insurers are redefining their role in response to changing member expectations, rising system pressures and rapid advances in data and technology. The discussion brought together contributors to the iFHP White Paper – Building a Vision for Moving from Payer to Partner:

Contributor Profiles:

  • Patrick Wilhelm – Strategic Foresight Lead, CSS Insurance
  • Amit Patel – CEO & Founder, Peachy
  • Peter Salmon – Independent Consultant
  • Kiashan Moodley – Director, Strategic Projects R&D, Vitality
  • Louise Winters – Author of the White Paper and Business Writer

Key Themes from the Discussion:

From Claims Payer to Health Partner
Insurers are expected to move beyond reimbursement toward active participation in members’ health journeys, including navigation, prevention, and life-stage support rather than just episodic, claims-led engagement.

Trust as the Central Constraint
Trust was identified as the primary enabler, and risk, of transformation. Members remain cautious about insurers’ intentions, particularly around data use. Transparency, empathy at moments of need and demonstrable personal value are critical to earning and maintaining trust.

Prevention and Predictive Health
The discussion highlighted a shift from reactive care to predictive and preventive models. Future prevention will be more personalised, data-driven and focused on extending health span, requiring new products and services rather than incremental policy add-ons.

Data, AI, and Governance
AI and data are seen as essential to enabling navigation, triage and personalised guidance. However, explainability, accountability and responsible governance were seen as key differentiators in sustaining member confidence.

Incentives and Shared Value
Behavioural incentives can reshape risk and outcomes when clearly linked to health improvement. Shared value models position insurers as active shapers of risk, redistributing benefits between insurer and member, rather than functioning solely as rewards programmes.
